The Ministry of Digital Transformation of Ukraine begins work on the implementation of a Qualified Electronic Signature (CEP) “Smart-Diya” in the mobile application “Diya”. The corresponding decree, which launched the implementation of the pilot project, was adopted by the Cabinet of Ministers of Ukraine at a meeting on September 2, 2020.
The experiment provides for the possibility of remote identification of citizens using the “Diya” mobile application for obtaining a qualified electronic signature “Smart-Diya”. This means that Diya users will be able to obtain a qualified electronic signature free of charge and completely online.
“Smart-Diya is an electronic signature that will be valid for a short period and guarantee a high level of trust and security. “Smart-Diya” will allow you to sign documents, receive administrative, financial and commercial services directly from your smartphone “, – said Vice Prime Minister – Minister of Digital Transformation Mikhail Fedorov.
Remote identification of users for the formation of the first qualified certificate will be carried out on the basis of the data contained in the Unified State Demographic Register and the unified information system of the Ministry of Internal Affairs, as well as using FaceID face recognition technology. Within 6 months, these data will be used to form a short-term CEP in Diya. After the expiration of the term, the user will be able to go through the identification procedure again using the mobile application. Users will confirm the request for the formation of a short-term CEP in Diya using face recognition technology.
The number of potential users of a qualified electronic signature “Smart-Diya” is about 8 million Ukrainians, who own biometric passports and passports of a citizen of Ukraine in the form of an ID-card and use smartphones with an NFC module.
For the technical and technological implementation of the experiment will be responsible for the state enterprise “Diya”, which belongs to the sphere of management of the Ministry of Digital Transformation of Ukraine. The project is being implemented in partnership with the Ministry of Internal Affairs, the State Migration Service of Ukraine and SURGe with the support of the Government of Canada.
Recall that the Ministry of Digital Science recently announced a major October update of Diya with a dozen new services – digital tax identification numbers, birth certificates, a resettlement certificate and other innovations will appear in the application.
