The law will force pre-installed applications of Russian developers on smartphones

Russian software developers will soon receive some advantages in the domestic mobile application market. The State Duma of the Russian Federation in the first reading passed a bill requiring mandatory installation on smartphones, computers and Smart TV, sold in Russia, of applications developed by Russian companies. After the final approval of the Law, the requirements of the Consumer Protection Law will be updated.

Currently, the list of applications required for pre-installation is still being formed, and is based on a list of Russian programs provided by specialists that can perform functions similar to applications from foreign developers.

There is no clarity about the possibility of removing Russian software, without obtaining root rights or jailbreaking. According to experts from the Cabinet of Ministers, the new Law will contribute to the development of domestic companies specializing in software development. It is envisaged that in case of successful adoption of the Law in the next readings, it will enter into force on July 1, 2020.
