Effective containment of the coronavirus epidemic is impossible without strict control over the spread of a dangerous disease. Rapid tracking of people in contact with carriers of the COVID-19 virus will help reduce the rate of increase in the number of cases. In Russia, a system has been created and put into operation that can track citizens who come into contact with infected coronavirus. This was stated by the Minister of Digital Development, Communications and Mass Communications Maksut Shadaev. Representatives of Roskomnadzor informed about the legality of surveillance of citizens.
In accordance with the March order of the government, the Ministry of Communications has developed a system for monitoring Russians who came into contact with carriers of the virus. The regional leaders have already received a letter from the leadership of the ministry about the readiness of the system for work.
Currently, it is known that the created system will track, control and analyze the location of smartphones of citizens who are carriers of the COVID-19 virus. In the course of the system’s operation, it is planned to alert citizens who have been in contact with virus carriers with the help of messages calling for self-isolation.
Responsibility for entering information about sick citizens, their phone numbers, and hospitalization date into the database rests with local civil servants. Mobile operators provide information on the basis of which tracking of movement and contacts of patients will be carried out. According to the representatives of Roskomnadzor, the launch of the tracking system does not violate the legislation on personal data.
